Don't know about the 8100, but on the blackberry bold the gps still works even if you don't have a connection the only thing you need an internet connection for is to download maps on blackberry maps, but you can get a program like trekbuddy and put your own maps.
See if there is an option in your phone under options -> gps hit the menu and do a refresh see if you get a signal but make sure you are outside hard to get it to work indoorsAuthor:

You dont really have to have a Data plan, I am sure there is a app you can put into yoru blackberry in which you have to upload the maps you wish to use.
A dataplan would be nice becouse BB Maps, Google Maps and many other GPS Apps work with data plans.
